They are the premier planning group operating across the U.S. The idea is to put together comprehensive plans for communities to make certain there's controlled growth for the future. So they make it sound as though their planning is coming from the local level. The problem is that you have non-governmental organizations in the background, moving forward with plans that are putting Agenda 21 and Agenda 2030 plans in place.
